The sudden change left companies feeling shocked because they had been seeking stability during a period of labor market strain. American Business Immigration Coalition CEO Rebecca Shi stated that workers experienced relief from the situation. “Now there’s fear and worry once more.”

The unclear policies according to Shi have caused both decreased productivity and emotional distress among employees. Business organizations demand from the administration a unified policy which would maintain workforce requirements alongside enforcement objectives.
