South Korea Accuses DeepSeek of Unauthorized User Data and Prompt Transfers

The Personal Information Protection Commission of South Korea revealed on Thursday that Hangzhou DeepSeek Artificial Intelligence Co Ltd transferred user data and AI prompts to Chinese companies without consent when it launched its services in the country's app market during January. The agency claims DeepSeek transmitted personal information to Chinese and American companies without user consent thus breaking data protection regulations.

DeepSeek did not immediately respond to requests for comment. The DeepSeek app faced a download restriction in February from South Korea's data authority because the company failed to comply with specific privacy regulations. The commission discovered that DeepSeek transmitted user-generated AI prompt content together with device information and network data and application data to Beijing Volcano Engine Technology Co. Ltd.

DeepSeek explained that the data transfers to Volcano Engine served to improve user experience and announced the termination of AI prompt content sharing on April 10. The agency has issued a corrective recommendation, urging DeepSeek to immediately delete the transferred prompt content and establish a legal framework for overseas personal data transfers to prevent future violations. The investigation reveals increasing privacy-related worries about AI application practices.
